May Photo Contest Winner

As many of you know, the Total Outdoor Network (TON) held its first ever photo contest.  The contest boasted over 3,370 votes among 156 different photos.  The voting was very close among the participating members competing for May's prize consisting of a Bushnell 20 x 50 Spotting Scope.

Plans for Big Boost for pheasants!
MN DNR - Capitalizing on well-funded farm programs would boost Minnesota's average pheasant harvest 24 percent to 450,000 birds by 2008, under a plan announced today by the Department of Natural Resources (DNR).

"Pheasant populations depend largely on our ability to influence land-use practices on private farmland," said Bill Penning, DNR farmland wildlife program leader. "One way the DNR and other agencies are doing that is by funding technicians who promote landowner enrollment in programs available through the federal farm bill"...

DNR reminds anglers of new and changed 2008 fishing regulations (May 8, 2008)




Several fishing regulations have been added or altered for 2008 and anglers need to be aware of the changes before heading out to fish Saturday, May 10, for the statewide walleye opener, said Ron Payer, Minnesota Department of Natural Resources (DNR) fisheries section chief.

Free admission to all Minnesota state parks and recreation areas on June 1

Minnesotans can make a free visit to any state park or recreation area June 1 during the annual State Parks Open House, which is being called a “Great Minnesota Picnic” this year. "Each year the public is invited to visit state parks for free on the first Sunday in June,” said Courtland Nelson, director of the Parks and Recreation Division for the Department of Natural Resources (DNR).


TON Sites and NSO Moving Forward

Goose hunting station application period begins for Lac qui Parle
Successful applicants will receive reservations by mail designating the date of their hunt. Only successful applicants will be notified. Goose hunting stations will be assigned through a drawing held on the morning of the hunt. Reservation holders may be accompanied by one or two guests.


Muskie fishing regulations meetings announced
A similar public input open house will also be held in the DNR Central Office Building in St. Paul, MN, from 8 am to 4:30 pm, on September 29, 2006, for the same regulation proposal. A 10-day public comment period, during which the public will be able to provide written comments, will follow the meeting.


DNR to manage 14 fields for dove hunting
Because crops are being manipulated, the fields would be considered baited under federal waterfowl regulations and thus are off limits to duck and goose hunters. Signs reminding hunters of the nontoxic shot requirement, as well as regulations that disallow waterfowl hunting, will be posted on the fields. The new fields, however, shouldn't interfere with waterfowl hunting.


DNR continues to seek public input on deer populations

"With hunting seasons opening shortly, we expect more traffic on the DNR Web site," said Lou Cornicelli, DNR Big Game Program coordinator. "We're reminding hunters and others with an interest in deer numbers to take the time to view the presentation and submit comments."



Application deadline approaching for 2006 Camp Ripley archery hunts
To apply, resident and non-resident hunters will need one of the following: a valid state driver's license or state issued identification card with current address, a firearms safety certificate number, or a DNR number found on a recent Minnesota fishing and hunting license. It is important that the identification card used reflects the current mailing address; this is where a winning notification will be sent if successful in the computer preference drawing.


Muskie fishing regulations meetings announced in Brainerd
The Minnesota Department of Natural Resources (DNR) is proposing a special fishing regulation for muskellunge on the Mississippi River in Crow Wing County. An open house will be held on September 14, 2006, from 6 pm to 8 pm in the lunchroom of the DNR Office Building, 1601 Minnesota Drive, Brainerd, Minnesota to give people an opportunity to learn more about the proposed regulation and to comment. A 10-day public comment period (through September 24) will follow the open house.


Your Lake, Our Lakes: Do we need to reforest our lakeshores?
Shoreline buffers can help minimize impacts associated with the lawn-to-lake style. These corridors of natural vegetation along rivers and lakes help protect water quality. A shoreline buffer of natural vegetation traps, filters, and impedes runoff. Buffers stabilize banks of lakes and rivers, offer scenic screening of shoreland development, reduce erosion, and control sedimentation.


DNR to study hooking mortality on Rainy Lake
"Anglers on Rainy Lake use a wide variety of methods, most of which have already been evaluated in previous studies," Peterson said. "However, Rainy Lake anglers also commonly use some methods that need more examination, such as fishing at depths 35 feet and greater during the summer. In addition, we will look at the effects of water temperature and water depth on hooking mortality."


Apply now for Minnesota elk hunt
The hunt is being held to reduce the elk population, located in a zone around Grygla, from the present level of 55 animals. Two of the eight permits will be for a legal antlered bull, while the remaining six permits will allow the harvest of antlerless elk only.


DNR makes more permits available for 2006 Camp Ripley archery hunts
Hunters applying for a permit will be asked a series of questions. It is recommended that they prepare for these questions by completing a worksheet prior to making an application. Hunt application worksheets are available on the DNR's Web site, from the DNR License Bureau or from an ELS agent. Hunters may apply as individuals or as a group of up to four individuals. Group members may only apply for the same two-day season.


Ontario-Minnesota border waters sturgeon season reopens July 1
The lake sturgeon tag must be purchased prior to possessing a lake sturgeon. Anglers applying for a tag must either possess a valid Minnesota fishing license or must be specifically exempt by law from the fishing license requirement. Anglers under 16 will need to establish a DNR registration number upon applying for a sturgeon tag. Anglers not intending to harvest a lake sturgeon may practice catch and release for the species during the open season.

DNR’s Take A Kid Fishing Weekend set for June 9-11
Safety is always important whenever fishing. Young children should always fish with an adult. Anglers should always wear a life jacket when fishing from a boat or canoe. If weather turns stormy, get away from the water. It is a good idea to wear sunscreen and sunglasses because sunlight reflects off the water. Always be aware of hooks because they are sharp and dangerous. Before casting, always look behind for other people, pets, brush, power lines or overhanging branches.


DNR proposes regulations to improve muskellunge fishing
Currently, there are 81 Minnesota lakes with fishable populations of muskie. Stevens said local DNR fisheries managers proposed the new regulation for lakes with the best potential to grow trophy muskie. These lakes are typically larger lakes with ample numbers of prey fish and relatively low numbers of northern pike. Many of these lakes are also prime walleye lakes, since the two species coexist very well.


Minnesota moose season application deadline is Friday, June 16
Permits are issued through a random drawing, except that applicants who have been unsuccessful at least 10 times since 1985 will be placed in a separate drawing for up to 20 percent of the available licenses. A person who is still unsuccessful in this separate selection will also be included in the regular drawing. Because the moose hunt became a once-in-a-lifetime hunt in 1991, hunters who received permits for moose hunts for the 1991 hunt and later are not eligible to apply for the 2006 drawing.


Minnesota conservation officer tales - May 2006
CO Brett Oberg (Maplewood) observed some individuals bored with fishing decide to start playing with fire. The individuals seemed to be talking in a group when one of them burst into a sprint for the end of the fishing pier . . . on fire! The individual jumped off the pier into the water while another attempted to take pictures of the human fireball with a camera phone! The individual who was set on fire (by choice) was not injured. The officer put a quick end to the behavior.


DNR finalizes plan to boost breeding ducks to 1 million
Ray Norrgard, DNR wetland waterfowl program leader and chief author of the plan, said the plan has "ambitious but appropriate goals." Said Norrgard, "Our problems with wetland habitat developed over 150 years and we cannot fix them overnight. Success depends on support from many public and private partners to both restore and protect habitat."


New walleye regulations for several northeast Minnesota lakes
These special regulations were adopted after a lengthy process that included extensive internal review within the DNR as well as an extensive public input process, including public input meetings held in September 2005. Most of the comments received during the public input process were supportive of the new regulations. Signs describing the new regulations will be posted at public accesses and resorts on these lakes prior to the May 13 fishing opener. Any questions about the regulation changes can be directed to the area fisheries office at Tower.


Public access ramps will be ready for opener
In addition to repairing the more than 1,500 DNR-operated public boat launches, DNR crews will install docks and toilets at many of those sites. Docks assist boaters in launching and boarding their watercraft. Toilets are necessary for popular sites with high use and demand. The DNR will provide more accessible toilets this year, and in the future, to meet the need for persons of various physical abilities.


DNR announces deer zone boundary changes
Shift permit areas 410, 411, 413, 414, 415, 419 and 429 into Zone 2. Firearms hunters in these areas will now be able to harvest a deer of either sex throughout the nine-day season with a regular Zone 2 firearms license. Previously, many hunters in this area purchased multi-zone buck and bonus permits to hunt the entire Zone 4 season structure. Those same hunters will now be able to hunt the whole season for just the price of a regular deer license.


Bear hunt application deadline approaching
The Minnesota Department of Natural Resources (DNR) will accept applications for the 2006 Minnesota black bear hunting season through May 5. This year, 14,850 licenses will be available in 11 permit areas in northern and central Minnesota. The season will run from Sept. 1 through Oct. 15.


Hunt safely this turkey season
Minnesota's spring wild turkey hunt is underway.
Turkey hunters who will take to the woods for the 2006 spring turkey hunting season should remember two things - be sure to have permission to hunt on the land and hunt safely.
"Don't assume that if you had permission to hunt a piece of land last year, that permission is granted this year," said Col. Mike Hamm, Minnesota Department of Natural Resources Enforcement chief. "Talk to the landowner to find out if anyone else will be on the property and if they are restricted to any particular area."


DNR recognizes five new state-record fish
Reginald "Mark" Raveling's record-breaking largemouth bass were among five state record fish the Minnesota Department of Natural Resources recognized at an awards ceremony at the Northwest Sports Show in Minneapolis on April 1.

Raveling caught the 8-pound, 15-ounce largemouth on Oct. 3, 2005 using a Rapala lure and 40-pound line while fishing Auburn Lake in Carver County, near the town of Victoria.

State record holders will receive a plaque and certificate acknowledging their accomplishment from DNR Commissioner Merriam at the awards ceremony.

Minnesota conservation officer tales - April 2006

While on patrol near Minnesota Valley State Park recently, CO Adam Block (Prior Lake) observed a small cloud of smoke over a residence. Further investigation revealed a building on fire with several puppies inside. Discovering no one home, Block used an axe to break the lock on a horse stable door allowing access to the puppies. A passing motorist assisted with pulling nine, 7-week-old yellow labs from the burning building. Only one puppy couldn't be rescued. One puppy was named "Lucky." The name seemed fitting for all nine puppies. A heat lamp was determined to be the cause of the fire. The 5,000-square-foot building was a total loss.



Spring ice conditions change quickly

The spring break up of ice and running water is fascinating to kids and adults alike. But playing near the ice at the edges of lakes, ponds, rivers and creeks can be dangerous. The Minnesota Department of Natural Resources (DNR) urges parents to be especially careful of kids playing near water and ice, even the water and ice in ditches. What was safe yesterday may not be safe today.




Survey finds majority oppose antler restrictions
"Given that the regulation would be largely social in nature, it would be difficult to pursue without majority support from deer hunters," said Lou Cornicelli, DNR big game program coordinator. "We will continue to look at different ways of managing deer populations that incorporate biological and social aspects of deer management."


Chronic Wasting Disease Found in Minnesota Domestic Deer Herd

surveillance for CWD in wild deer in the area. The farm is located
near the northern boundary of deer permit area 447, where wild deer
surveillance for CWD last occurred in 2003.


It's maple syrup-making time at some Minnesota state parks
That bottle of maple syrup that most of us take for granted, represents both a ritual and tradition among American Indians. Going to the sugarbush each spring to harvest tree sap and make it into maple sugar and syrup retains its importance in Indian culture. It's also finding a place in the lives of hundreds of visitors who come to maple syrup-making programs scheduled in March and April in Minnesota's state parks.


Conservation officer tales - March 2006
Conservation Officer (CO) Luke Croatt (Wealthwood) reported the week's extra line winner goes to a party with four extra lines. Croatt was working with a neighboring officer when he drove up to an angler with two extra lines. The angler said he was fishing with his aunt and uncle who were in a fish house and his brother who was fishing about 200 yards away. A check of the fish house found both parties with an extra line down. After Croatt finished issuing a citation to that party for two extra lines, he spoke to his brother who had four lines on top of the ice and two down. He stated the lines were out so he could fish with other lures. Croatt returned several hours......


Red Lake research mark now an effective enforcement tool
"Being able to positively identify Red Lake walleye provides a distinct advantage in enforcing the walleye closure, since poachers can not claim they were taken from some other lake," said Conservation Officer Tim Gray, who routinely patrols the Red Lakes. It will continue to be a valuable tool once walleye fishing reopens on Red Lake this May, since a statewide bag limit of six walleye may only include two from Red Lake.


DNR seeks comment on hunting, trapping issues
Each year, the DNR holds a series of public meetings across the state to gauge hunter opinions about regulations, seasons and other wildlife management issues. Additional topics will include extending spring turkey shooting hours, the use of non-toxic shot for small game, and additional waterfowl feeding and resting areas. People who cannot attend the meetings can e-mail comments to wildlife@dnr.state.mn.us.


Southern Outdoor Column: Yes to the marsh
By the time I reached Charlie and grabbed him by the collar, the water was thigh-high. Back on solid, snow-covered ground, water slogging in my boots, I bid a hasty adieu to my hunting partners and headed for the truck. I didn't so much walk as shuffle. Ice quickly coated my pants and I found myself groaning from the sting in my feet. For the next hour I sat in the truck, my bare feet tight against the heater.


2006 spring light goose hunting begins March 1

A spring light goose permit is required and may be obtained after Feb. 20 at any of the 1,800 DNR Electronic Licensing System agents statewide. Spring light goose permits will also be available by calling 1-888-665-4236 or online after March 1 at www.dnr.state.mn.us. No other license, stamp or permit is required to participate. Although permits are free, there is a $3.50 application fee to cover the cost of issuing the permit.


DNR issues ice advisory to fish house owners
"With daytime temperatures above freezing for several weeks, and in the mid-forties in the southern half of the state on Friday, people are going to have to be very careful if they plan on any motor vehicle ice travel," said Tim Smalley, DNR water safety specialist. "Even though it may still be twelve or more inches thick in some locations in the northern part of the state, the quality of the top layer of ice has degraded as far as weight-bearing capability so you need to check the ice thoroughly every day. Nobody wants to die for a crappie."


DNR seeks input on deer population objectives for north central Minnesota

Recently the DNR convened a group of stakeholders representing a variety of interests, including hunters, landowners and business owners, to help set a benchmark for deer population objectives in north central Minnesota. The objective of Friday’s meeting, says Cornicelli is to outline the goal-setting process and present stakeholder recommendations to the public. At the conclusion of the meeting, attendees will be asked to complete a brief survey.


Good to excellent snowmobile conditions in much of Minnesota
In the Northwest, trails are in really good shape, according to Mary Broten, trails supervisor, Thief River Falls. "The snowmobile clubs have groomed the trails and are anxious to have people come and use them. Trails are groomed from the Canadian border down into Minnesota, including the Northwest Angle. The northern connection trail from Baudette to International Falls is open. It took some time to remove blowdown, but now the trail is in great condition."


Fish houses, dark houses and portable shelters placed on the ice must have proper identification
Hamm said all shelters, which include dark houses, fish houses and portable shelters, placed on the ice of Minnesota waters must have the complete name and address, driver's license number or Minnesota DNR number that is issued to the individual through the electronic licensing system plainly and legibly displayed in readily visible locations on the outside in letters and figures at least 2 inches high.


DNR seeking comment on duck plan
"These goals are ambitious and require a significant commitment of resources over a long period of time," said DNR Commissioner Gene Merriam. "This situation was not created overnight - it developed over decades - and we cannot fix it overnight. The magnitude of the challenge requires aggressive strategies and ambitious goals. This will not be a quick fix and the DNR cannot do it alone. Success depends on many pieces and from many partners, public and private."


Opening dates announced for 2006 Minnesota hunting seasons
Opening dates for many of the 2006 Minnesota hunting seasons were announced this week by the Department of Natural Resources (DNR). The dates are being announced now for the benefit of those who must establish vacation or hunting plans well in advance. Although these dates are tentative, pending final approval in June, it is unlikely they will change.

DNR provides guidelines for vehicles on ice
The Koochiching County Sheriff's Office closed Rainy Lake in northern Minnesota on Dec. 27 to car and truck traffic due to poor ice conditions. "If it's that bad on the Canadian border waters, imagine what its like on some of the lakes farther south," Smalley said. "If we get a nice cold snap, conditions could improve in a few days."


Walleye angling to reopen on Red Lake
From the fishing opener through Nov. 30, the total walleye harvest will be limited to 108,000 pounds. This estimate will be based on DNR creel surveys. If the harvest cap is reached, walleye angling will be prohibited until Dec. 1, when a winter harvest level will be set. Walleye fishing has been banned on Upper Red Lake since 1999 when it was closed due to low walleye populations.


DNR hosts first podcast show on ice fishing
"A podcast is similar to a radio show only instead of tuning it in on the radio, you download it from the DNR Web site to your computer and then transfer it to a player. That way you can listen to it on the go," said Tim Smalley, DNR information officer and safety specialist. "They are called podcasts because of the popularity of Apple's Ipod, but they can be played on anything that will play an MP3 audio file."


Move Over Men: Give the Lady a Pail!
And NOW....the Minnesota Becoming An Outdoors Woman (BOW) program is inviting women to experience fishing in the winter.  On Jan. 13-15, the BOW program is offering an ice fishing trip to Mille Lacs Lake.  Participants will stay on the ice in a fully equipped icehouse with bunks, bathroom, TV and cooking facilities.


DNR issues ice warning for aerated lakes
"Thin Ice" signs are used to mark the perimeter of the thin ice and open water area. These signs are diamond shaped with an orange border and white background with the warning "Thin Ice" in bold print. Some municipalities have ordinances that prohibit entering into the thin ice marked area or prohibit the night use of motorized vehicles on lakes with operating aeration systems. These local regulations are often posted at accesses where they apply.


New law requires a sticker to ride snowmobile trails
The Minnesota Department of Natural Resources (DNR) reminds people that a Minnesota snowmobile state trail sticker is now required for all snowmobiles operated on any state or grant-in-aid snowmobile trail in Minnesota. A new law requiring the sticker was enacted during the 2005 legislative session. It took effect Oct. 1.


Hunting, trapping regulation changes take effect Dec. 19
Beginning Dec. 19, bait is defined as any food that is capable of attracting or enticing deer, and has been transported and placed by a person. Hunters are not allowed to use bait, or hunt in the vicinity of bait that the hunter knows about or has reason to know about, or hunt in the vicinity of bait that has been placed within the ten previous days. This change clarifies that a hunter cannot hunt deer in the vicinity of foods that were placed to attract other wildlife, if they also attract deer. Liquid scents, salts and minerals are not considered bait.


Goose hunting on Fox Lake Wildlife Refuge opens Dec. 17
December goose hunting on the Fox Lake Wildlife Refuge in Martin County will be open Dec.17-19. The opening date is incorrectly listed in the 2005 Waterfowl Regulations.


DNR issues ice danger warning for parents
"With the Thanksgiving holiday coming up, parents need to strongly warn their children to stay off any frozen bodies of water, especially when there is no adult present," said Tim Smalley, Department of Natural Resources (DNR) water safety specialist. "There is a saying among water safety professionals that 'when your child is near the water, you should be near your child.' That saying holds just as true for ice."


Deer hunters to rank management options in new survey
In many parts of the state, deer densities are the highest ever recorded, according to Marrett Grund, farmland deer project leader. Lowering deer populations in those areas means finding regulations that are effective and have broad support from hunters. The survey is part of a larger research project that will link the effects of alternative regulations (early antlerless season, earn-a-buck, antler point restrictions) to the level of public support.

Cornicelli said the research has broader implications as the DNR reassesses deer population goals at meetings throughout the state. In meetings so far, residents, hunters and business representatives recommended lowering deer populations by 25 percent in some areas.

Dealing with coyotes
Coyotes are wild members of the dog family, intermediate in size between red foxes and wolves. In Minnesota, coyotes average 30 pounds, and stand about 18 inches high at the shoulders. However, they may appear much larger due to their heavy fur coat, especially in winter. They are gray/brown in color, and somewhat resemble a small German Shepherd dog in appearance. Coyotes in Minnesota are loners, except when families are raising pups. Their primary foods are rabbits and mice, but they are very opportunistic, and will feed on other small mammals, deer, birds, carrion, and even melons.


Spring turkey hunting applications available
Hunters who are successful for either the first- or second-choice drawing and choose not to purchase a tag will lose the current year's preference point for future drawings but not accumulated preference from past years. Hunters who were not successful in either the first or second choice drawing will be eligible to purchase surplus turkey permits, which are sold on a first-come, first-served basis in mid March.


Conservation officers' tales - November 2005
CO Jim Tischler (Cuyuna State Recreation Area) worked the Camp Ripley special archery hunt, which according to the local wildlife manager was a great success. One continual problem was hunters using walkie-talkies in violation of state game laws. On numerous occasions, hunters could be heard whispering on their radios to other hunters describing deer moving or to direct other hunters in their party. Tischler and CO Randy Posner (Brainerd) reported that as two trucks came down the trail the occupants were heard to say "DNR dead ahead" when they came into view.


DNR Ripley bowhunt is success
"This represents a 1 percent decline from the 2004 harvest of 484 deer, but is 17 percent above the previous record harvest of 406 deer taken in 1992," said Beau Liddell, Minnesota Department of Natural Resources (DNR) Little Falls Area Wildlife manager. A combined total of 4,522 permits were issued for both two-day hunts, with 3,813 hunters participating.
